What a certificate of origin tells Customs

A certificate of origin is a document used to support the stated origin of goods. The required form and issuing process can depend on the destination market, product and trade arrangement.

A country of shipment is not always the country where the goods qualify as originating. Buyers and exporters should make this distinction early.

When origin may affect customs treatment

Preferential tariff arrangements may offer treatment based on the origin of qualifying goods, but traders must meet the applicable rules and produce the required proof. A certificate by itself does not guarantee a lower rate.

For imports into Zambia, ask the supplier to identify the origin basis and provide any scheme-specific documentation needed.

Exporters should check the destination requirements

Some destinations require particular evidence or paperwork before granting a benefit or accepting a claim. Discuss origin requirements before dispatch, particularly where the buyer expects a preference under a regional trade agreement.

Do not apply a generic certificate from an unrelated agreement to a shipment without checking eligibility.

Documents to gather

Keep invoices, producer or manufacturer details, product descriptions and supporting records that may help explain origin. Further documentation can depend on the rules applicable to the product and route.

For technical or mixed consignments, it is especially important to distinguish item-level origin where goods have different sources.
