Export customs clearing for goods leaving Zambia

We help exporters prepare customs-clearing enquiries for goods leaving Zambia. Whether you are dispatching commercial stock, industrial goods or another consignment, we start with a clear account of what is being exported, the buyer destination and the planned route.

Export paperwork should identify the parties, commodity, quantity, value and movement details consistently. Preparing those records early gives us a stronger basis for discussing export-declaration requirements and the information needed before dispatch.

Export registration and the declaration process

ZRA guidance states that exporters wishing to export goods outside Zambia need a Taxpayer Identification Number (TPIN). Exports must be declared to Customs by the exporter or an authorised clearing agent. Specific procedures can vary by product, export type and the intended route.

Our first questions therefore cover the exporter details, goods, destination country, transport mode and planned exit point. We do not assume that every customer can use the same declaration or permit process.

Commercial invoice, packing list and transport documents

Prepare a commercial invoice that clearly describes the seller, buyer, goods, quantities, currency and value. Where relevant, the packing list should reconcile package counts and quantities with that invoice. Road consignments, airfreight and other transport methods have different accompanying documents such as manifests, consignment notes, airway bills or bills of lading.

A frequent source of avoidable confusion is using inconsistent goods descriptions across the invoice, packing list and transport records. We encourage customers to check the documents as a complete set before their planned dispatch.

Certificates of origin and preferential trade

A certificate of origin may be required or useful for a particular shipment, including claims under applicable trade arrangements. But a certificate alone does not automatically confer preferential duty treatment. The goods must satisfy the relevant origin rules and other conditions.

If preferential trade treatment is important for your transaction, tell us the destination market and the claimed origin of the goods so the correct rules and documentary evidence can be identified.

Controlled goods and commodity-specific export permits

Certain export categories require approval from an appropriate ministry or regulator. The precise requirements depend on the goods, quantities, destination and applicable rules. Products such as plants, animals and their products may have additional controls.

We recommend reviewing permissions before arranging final dispatch. A transport booking does not replace the approvals that may be needed for the commodity.

The export route matters

Your planned exit station and inland customs arrangements can affect how you prepare the declaration. ZRA exporter guidance describes inland processing for many export bills of entry, with some consignments originating near borders subject to different consideration.

Send us the collection point, route, intended exit station and dispatch date. We can then discuss the relevant preparation rather than assuming that all exports are processed only when the vehicle reaches the border.

Our approach to export clearing enquiries

We review the cargo description, commercial paperwork and intended movement, identify details requiring clarification, and help you determine the next step for your export-clearing enquiry. We keep government assessments and any statutory charges distinct from our service charges.

If the export is temporary—for repair, processing or return—say so at the start. Temporary export procedures are not interchangeable with an ordinary permanent export.

Frequently asked questions about clearing in Zambia

Can I enquire before my goods arrive? Yes. Send the goods description, documents available, transport route and intended entry or exit station. Early preparation can help identify missing details.

Are government duties included in your clearing fee? Government duties and taxes are separate from professional service fees. The relevant customs authority determines statutory assessments.

What if my invoice is incomplete? Share the records you have and ask your supplier for the missing product, quantity, price or transaction details. Accurate documentation is important for a useful enquiry.

Do you assist customers outside Livingstone? Yes. We serve importers and exporters throughout Zambia from our office in Livingstone; tell us the actual customs route for your consignment.

Official customs guidance

For the current legal requirements and formal customs decisions, consult the Zambia Revenue Authority’s published information: Export guidance, Export2025 guidance.

Prepare the buyer and consignee information

Before goods depart, verify the exporter, overseas buyer or receiver, commercial invoice, quantity, intended country of destination and the carrier’s proposed route. An incorrect receiver address or conflicting quantities can hold up otherwise straightforward correspondence.

Where origin certificates or product permits are relevant, identify the correct issuing body and documentation before assuming that a preferential arrangement or exemption will apply.

Different export movements require different records

A routine commercial sale, temporary export and goods moving onward under transit arrangements do not necessarily follow the same procedure. Let us know why the goods are leaving Zambia, whether they are expected to return and which documents have already been prepared.

We help customers frame their enquiries clearly, but customs treatment and approvals are determined under the applicable rules.
