Why two different documents matter

We encourage importers and exporters to review the commercial invoice and packing list together. Both describe a shipment, but they answer different questions. The invoice establishes the commercial transaction; the packing list helps identify how the goods have been packed and quantified.

Some shipments do not require a separate packing list, but where one is used, it should support rather than contradict the invoice.

Illustrative trade documentation preparation

What a commercial invoice should show

A commercial invoice normally identifies seller, buyer, descriptions, quantities, unit prices, total amounts, currency and sale details. If the consignment contains multiple product categories, clear item-level descriptions are preferable to generic phrases such as “spare parts”.

Where the shipment includes a machine or technical goods, the supplier’s supporting specification sheets can help explain the product.

What a packing list should show

A packing list can set out the number of cartons or pallets, net and gross weight, package marks and which items are inside each package. It helps match physical cargo with records presented to the transporter and Customs.

For example, if a consignment contains ten cartons of tools and five cartons of fittings, listing those separately may help avoid confusion about a combined “15 cartons” entry.

Five checks before you dispatch

Match item descriptions, quantity and units across documents. Compare package counts and weight where recorded. Confirm the consignee and supplier identities. Check the transport record against the packed load. Ask for corrections if there are unexplained discrepancies.

A packing list does not establish the transaction value in place of an invoice, and an invoice alone may not explain packaging sufficiently for physical checks.
