How customs charges on imports are determined
Customs duty is not the same as a clearing agency fee. Zambia import charges may involve customs duty, import VAT and other applicable taxes or fees depending on the goods and procedure. The relevant assessment is determined under ZRA rules.
Before estimating, identify the actual commodity rather than relying on a broad description such as “electronics” or “machine parts”. Different classifications can lead to different treatments.

Commodity classification and HS codes
The Harmonized System classification describes what the product is under the tariff. Composition, function, technical specifications and form can matter. Two items that sound similar in ordinary speech may be classified differently.
ZRA publishes classification rules and information about advance tariff rulings. For complex equipment, product brochures and technical details can be useful.
Customs valuation and transport costs
Customs valuation often begins with the transaction value, subject to adjustments and the applicable legal method. Freight and insurance up to the relevant entry point can affect the value used for duty purposes.
Keep the purchase invoice, freight invoices, insurance records and payment evidence where applicable. If the declared value is questioned, incomplete records can make the assessment more difficult.
Origin and possible preferential treatment
The country from which cargo ships is not necessarily the same as the preferential origin of the goods. Where an arrangement permits favourable treatment, the goods must satisfy the relevant origin conditions and have suitable evidence.
Discuss any proposed preference before the declaration rather than assuming every shipment from a regional country qualifies.
A calculation example is not a final assessment
A rough arithmetic illustration is straightforward: if a particular duty is charged at an applicable percentage, that rate is applied to the correct statutory base. But the actual import tax outcome may involve different bases, additional charges, exemptions or special rules.
For that reason we do not display a universal online duty calculator pretending to supply an official assessment for every product. The information on this page helps you prepare questions; it does not replace ZRA calculations.
