Why HS classification matters
Each imported product must be described accurately for the relevant tariff classification. The Harmonized System organises goods into categories for customs purposes. Correct classification matters for duty treatment, restrictions and consistent records.
A commercial nickname is not always enough to identify a commodity. Function, material, composition and technical characteristics may determine the relevant heading.

What details help classify a product
Collect product name, function, material, dimensions, specifications, model number and manufacturer literature as applicable. For a machine, include technical brochures; for mixed products, itemise the goods rather than classifying an entire load as one category.
Never guess an HS code solely from a product’s marketing title when there are meaningful technical differences.
How classification relates to duty and permits
Different tariff classifications can have different tax treatments and restrictions. Country of origin and customs value may affect the outcome as well. A lower tariff rate is not a reason to use an inaccurate classification.
ZRA provides rules for the classification of goods and information about advance tariff rulings for qualifying situations.
When an advance tariff ruling may help
Where there is genuine uncertainty before importation, ZRA guidance describes an advance tariff ruling process. Applications can require detailed technical documents and are subject to official requirements.
A ruling is an official customs decision; it is not something a website or agent can invent or guarantee.
